Just installed Precise today. This is still an issue, and it's still annoying to have to create my own default template just to set the margins to the standard.
The thing that bugs me is that it ships with inconsistent standards. My LC_PAPER="en_US.UTF-8" (along with every other LC_*), but OOo doesn't pay attention. Additionally, it is really complicated (comparatively) to actually change the default margins to 1" (the standard in the US), having to mess around with "Organize Templates" et cetera--but I shouldn't have to anyway. OOo should pay attention to the current locale and update accordingly, like every other application.
