If it helps in any way, I came to the conclusion that the "Place windows" plugin is called even for windows that are already on the screen, and not only for windows that are new, and that it changes the position and size of the windows, so that the remain on the screen and not overlap the panels.

Steps to reproduce: At login prompt change to gnome classic. Open a browser, go to youtube.com and select a video. Click the 'Full Screen' button to maximize. Gnome panel should disappear, instead it's still displayed. Attached screenshot. Edit: It behaves like this even when playing videos locally with a media player such as vlc. The gnome panel initially disappears but reappears after a couple of seconds. As a workaround before playing any videos on full screen, set the gnome panel to hidden. It will still show a 1px white border though.
