package synopsis

Bug description:
Where they are English phrases (e.g. not package names), software item
titles and summaries look best if their first word is capitalized.
If the title and summary are derived from a .desktop file, they are
already capitalized.
If they are from a synopsis, however, Debian policy is that they should *not*
have their first word capitalized.

Therefore, Ubuntu Software Center should capitalize them.
