This is a usability problem -- it makes reporting ubuntu bugs harder.

I found a problem with I reported as Bug #998030, but the information
uploaded by ubuntu-bug in that bug may NOT be correct.  The reason is
that:

1) I am sure it is a system wide bug, but launchpad does not allow me to
report it directly, it just give me instructions to run ubuntu-bug

2) it is a system component bug, but ubuntu-bug INSIST me to provide a
package!

If this is not a bug and the behavior is intended, I would be very
appreciated if anyone can explain what is the best route to report bug
such as #998030
