Title:
  "Help" > "Terms of Use" seems to do nothing if browser window is
  hidden

Bug description:
  Ubuntu Software Center 5.2.1, Ubuntu 12.04

  1. Open your default Web browser.
  2. Open a window in a different application that completely covers the Web 
browser.
  3. In Ubuntu Software Center, choose "Help" > "Terms of Use".

  What you see: Nothing.
  What happens: The terms of use open in the hidden window in the Web browser.

  What should happen: Not sure. Maybe the terms should open in the usual
  dialog? But then what if you want to print them, save them, etc? (But
  the same applies in the normal case of seeing the dialog.)
