No (global) menu in the tool windows in GIMP
Status in “gimp” package in Ubuntu:

Bug description:
When using a function in a tool window, the global menu is hidden. To
access that menu again, the window in which the image on hand is
loaded, has to be touched; this breaks the workflow and is not easily
explained to newcomers because it is not logical at all. What is
expected is the the global menu om the main window is also attached to
the tool window(s).
