  windows controls in small screens

Status in “unity” package in Ubuntu:
  Invalid

Bug description:
  hide controls in oneiric is a new design desision focused in touch
  devices, a lot of people don't need close aplications in these
  devices, and for desktop and laptops users only need putting mouse
  over the panel and it will show: good solution, but in the dash it is
  little diferent:

  In these mockup, windows controls are in the place should you
  expected, but I think it's only useful in that case, when the screens
  are biger, the dash not expand for default and windows controls are
  necessary, but in small screens ( netbooks and tablets) the dash are
  maximize and windows controls are not necesary, I proposed to hide
  them in these cases. It mantains the cohesion with the unity concept.

  I hope design team are in the same position, what do you think?
