The left side of the "Library" window does allow manual sorting - only the right side does. If you want to sort the "top level" of folders, then click on "All Bookmarks", "Bookmarks Menu", or "Bookmarks Toobar" (depending on where the folders you want to sort are) and you can use the right side of the window to do your manual sorting.
