It is not available in GNOME Shell. Should the report be changed that it
is regarding the menu on the top right?

Bug description:
Please offer GNOME session properties (gnome-session-properties) under
the System caption. In older versions of GNOME this was easily
accessible, now not anymore.
Offering this will allow users to easily configure GNOME startup
application preferences.
