In Unity 5.12.0, when we mount a flash drive and then we eject it from
its launcher quicklist we always get this message, so I think this bug
can be marked as fixed in Ubuntu 12.04.

  gnome-mount does not consistently display 'safe to remove' message

Status in “gnome-volume-manager” package in Ubuntu:

Bug description:
  Binary package hint: gnome-mount

  If I freshly insert a USB pendrive then without doing anything, ask
  for it to be unmount (via any of the GUI methods), I do not get a
  notification from libnotify that it is safe to remove the pendrive.

  However, if I insert it, copy some files, then unmount, I get very
  nice "data writing in progress", then "safe to remove" popups.

  
  If it was by design to suppress the safe-to-remove notification when there is 
no data written then please reconsider -- the user should receive notification 
when it's safe to remove a pendrive, no matter how soon that may be :)
