Thank you for your bug report, what did you upgrade when the issue
started? It's not a gnome-control-center issue since that component
provides the system settings application, it's not responsible for
backlight handling not keys interactions

Title:
Keyboard back lights always on
Status in “gnome-settings-daemon” package in Ubuntu:
Incomplete
Bug description:
1)
Ubuntu 12.04 LTS
2)
gnome-control-center or kernel
3)
Correct control of the keyboard back lights
4)
When ubuntu boots the keyboard lights on my ASUS G60J turn on.
This happned on the late version also but i could control the amount
of light correctly. After the last update, i can only increase it.
When i use the shortcut to dim down the light i can see it go down in
the info pop up but nothing happens physically.
