Title:
nm-applet display bug when switching signal strength

Bug description:
  Binary package hint: network-manager-gnome

This is a graphical display bug, it does not impact performance only
  perceived quality.

The NetworkManager Applet 0.7.0.100 "jiggles" when signal strength
adjusts back and forth between two different levels. (At least for the
3rd and 4th levels.) It might be because the graphics for 3 bars and 4
  bars are not correctly aligned.

I'd expect the applet to adjust signal strengths without shifting
  horizontally, "jiggling."
