I've been trying kernel 3.4 for the past few days (to try and resolve
another issue) and I can confirm that the wireless button works fine in
3.4. I can now boot up with the switch off (it boots much quicker with
wireless off) and then switch wireless on at the desktop and my wireless
works fine and switching the wireless on and off as required works as
before (as it did in 10.04).

I have no idea if this was fixed in an earlier kernel than 3.4.

Bug description:
  I installed ubuntu 12.04, replacing 10.04 I was previously using. Now
  if I don't have my wireless switch to the on position at boot, I have
  no wireless and cannot enable it on the laptop, I have to re-start the
  laptop with the wireless switch on. Earlier in 10.04 I can switch on
  my laptop & can enable or disable the wifi using hardware switch as &
  when required.
