Title:
After recent update, keys appear to "stick" or the key-repeat
  threshold is way too short

Bug description:
After a recent update (not sure which, certain keys are now behaving
oddly. It's as though the typematic rate delay has shortened AND
isn't stopping once the key is released.

Here are two examples to show what I'm talking about:

If I hit Alt+Tab to open the switcher and release the Tab while
holding Alt down, some times nothing happens, sometimes the switcher
starts rapidly cycling across all the icons, just as if I had held
both Alt and Tab down. If I press and hold Alt+Tab and then release
Alt, it keeps cycling through the icons rapidly as well.

That's fairly annoying as it is intermittent and sometimes makes it
very difficult to select an icon in the task switcher, however this
next example is even more frustrating.

The arrow keys seem to lock as well. So for example, I open a
document in any window (I've seen this when looking at log files via
Less in a terminal as well as very long web pages in Chrome, or PDFs
in Evince) frequently, but not always, pressing an arrow key will
cause that key to lock and once again repeat. For example, I hit the
down arrow to navigated the cursor down one line in a doc in
LibreOffice. Sometimes the cursor will move just one line. Many
times, however, the cursor will move down and continue moving down,
regardless of whether I am holding the down arrow key or have released
it. I have to hit the up arrow key to break the sequence.

I've seen this also happen with the left/right arrow keys when moving
forwards or backwards in a line of text.

IN any case, this happened within the last couple of updates, I am
just not sure how long, but some time in the last 2 weeks is when I
  first noticed this.
