  Sometimes very fast Alt-<key> presses don't register

Bug description:
  In the last couple of days, since the recent fixes to make Alt timing
  better, I've noticed that extremely fast Alt-<key> presses don't do
  anything.  I see this in emacs, where very fast Alt-x or Alt-q presses
  don't register, and also with very fast Alt-Tab presses (so I don't
  think it's an emacs-specific issue).

  In general, overloading Alt for the HUD seems like it's turning out to
  be a pretty bad idea.  Something like Alt-Super to invoke HUD would
  probably be much better.
