i read your explanation. technically, this bug report can be closed as
normal behaviour.

however, any non-technical user will certainly have the following
questions in his mind.

1. why is not the password set through passwd associated with lightdm
just as it is associated with sshd?

2. when the user is doing his normal work like browsing, why is there a
sudden pop up 'Enter Password To Unlock Your Login Keyring'? what should
the user make out of this pop up?

3. You have written the following sentence.
"The root user doesn't have a password set by default, so there is no admin 
password to ask for in this situation."
There is already an admin account created on the system. any sudo command 
should ask for admin account password. why is the root user coming in here?

4. You have written the following sentence.
"Some people prefer this functionality so that they can lock their screen when 
they step away."
You allow users to login without passwords but system asks for password why 
they lock screen! what purpose is served? is the user trying to protect his 
account/files from unauthorized access? anyways, any day, any person can login 
to the account.

it is left to you to decide whether the concerns are valid or not. from
a normal user point of view, there are inconsistencies and user
experience is not good. dont expect a non-technical user to leave his
day-to-day work and go around system administration!

  log in password is not asked

Status in “gnome-control-center” package in Ubuntu:
  Invalid

Bug description:
  create a user account with no password.
  set new password through terminal or System Settings -> User Accounts 
(automatic login off).
  log out and try to login again.

  actual behaviour:
  1. no password is asked! and you get a pop up after logging in 'Enter 
Password To Unlock Your Login Keyring'.
  2. when you run sudo command on terminal, it asks for user password instead 
of admin password!

  expected behaviour:
  1. password should be asked. pop up should not appear.
  2. admin password should be asked.

  note: however, when you lock screen, system asks for user password.
