I have the same bug with Empathy 3.4.2 on Ubuntu. 
You could see that we have a notification. ([email protected] aimerait savoir 
si vous êtes en ligne, we can translate: [email protected] wish to know if 
you are on line).
May be the french translation is no goog, but with this notification is a 
question. Are you agree to let Super-deeede know you are on line ?

Expected: Add a bouton: yes or no
Or change the notification

Bug description:
  Every time someone adds me to their contact list in Google Talk (I'm
  using Empathy), I get a notification that someone wants to add me, I
  don't get an option to accept or deny on the screen, only a little
  popup telling me they would like to add me?
