AJenbo, thanks for this report, and sorry for the very slow response.
I vaguely remember this bug from 2.0, but I believe it is now fixed. I tried
this in trunk r2269:
* Navigating to "Accessories", selecting SpeedCrunch, clicking "Install", and
scrolling around while it installed.
* Clicking "Remove" in the same list, then selecting a different item, and
scrolling around while SpeedCrunch uninstalled.
* Navigating to the software item screen for "ChmSee", clicking "Install", and
scrolling around while it installed.
* Clicking "Remove" in the same screen, and scrolling around while ChmSee
uninstalled.
Except for some elements changing height slightly (bug 708096), none of
the screens jumped up or down during the tasks. If you still see this
problem, please reopen this report and give an example screen where you
see it happen.

Bug description:
Binary package hint: software-center
If you start the installation of some software and then continue to browse
the software center, you will experience that the page you are one will go
blank and then jump so that the item you had selected is at the top of the
list, this is very annoying especially if it happens just as you are about to
press a button.
This will also happen if you are on the "More info" page, and when removing
instead of installing software.
(this is seen in in both lucid and maverick)
