I'm affected by this in LibreOffice 3.4.3 (OOO340m1 Build:302) on Ubuntu 11.04 64-bit. As mentioned above, the behaviour is inconsistent.
I was working in Writer when this started to occur. Then I tried the following steps: (1) Close all Writer windows. (2) Open a new blank document in Writer. (3) Open gedit and write some text, select it and invoke Copy command. (4) In Writer invoke the Paste command which works as expected. (5) In Writer invoke the Paste Special command (either via the File menu using the shortcut) - nothing happens.
