Bug description:
Menus that are placed into the top menu bar sometimes fail to close or
sometimes fail to unhighlight (as in, the menu itself closes, but the
word "Edit" remains highlighted).
In the first case, if the menu remains open, no other menus may be
opened and the screen is partially obscured.
In the second case, no other menu that occupies that graphical region
of the menu bar may be opened, including reopening the original
window.
