network manager blocks localhost access when not connected to internet

Bug description:
Binary package hint: network-manager
when a computer is disconnected from the internet, all access to
localhost services is blocked. I run a local webserver and local dns
server for testing services while on the road - and cannot use them
from any graphical application as a result.
All versions. Cripples the computer unreasonably.
