When changing many of the effects settings in ccsm, the windows all
"blink" for a second as the effects are applied, this has always
happened. The problem I'm having is when the top panel comes back,
it's blank except for some pixel garbage on the left hand side.
Nothing I do, even using the Switch Users feature will bring it back.
I end up having to reboot.
