Unable to install third party .deb file in software center

Bug description:
I tried two third party .deb files, Illumination and scrivener.
Illumination did not appear in the Software center when clicked on
after download. In the download dialog box it the option for the
software center did not appear. Tried to install via the command line,
this didn't work either.
For Scrivener the firefox download dialog box did show the software
center as an option and it came up when selected after download. It
appeared to install it in the software center, but the button label
stayed at 'install' and not 'reinstall'. Did not appear in the
installed software list in dash either. It did install via the command
line.
