Title:
network-manager-vpnc is not included in the installation

Status in “network-manager” package in Ubuntu:
  New

Bug description:
  Binary package hint: network-manager

A user who can only connect through a VPN cannot download and install
this package so has to have/use another computer to get it.

I think this is wrong and should be changed
