network manager connection editor adding wired connections does not
work

Bug description:
Binary package hint: network-manager
after booting one time the Network Connections list was suddenly empty. (and
thus no network connection)
using ifconfig eth0 is there but was not up.
starting the network-manager and trying to add a wired connection does
nothing for the first time you press the 'add' button. on the command
line is gives the following error message:

pressing the button a second time yields the editing-wired-connection-1
dialog.
trying to add the 'new' connection with the 'Available to all users' option
enabled gave me the following error message:
Could not add connection - PolicyKit authorization could not be created;
invalid action ID
[WARN 4923] polkit-action.c:211:polkit_action_set_action_id():
polkit_action_validate_id (action_id)
Not built with -rdynamic so unable to print a backtrace
