Title:
Other users are asked for wifi password when it's supposedly
  "available to other users"

Status in “network-manager” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: network-manager

I installed 9.10 as myself as a fresh install, I entered the network
wifi password and I clicked the make available to other users as I
assume Ubuntu is not able to make wifi HW available to all users
unless I do that ( that is why the dialog is there ?)

If I create another user and log in as that user form a cold boot it
does try to connect, but it asks for the password, which is not what I
expected, I expected windows like behavior where the network just
works. Anyhow excepting that it normally remembers the password for
my normal user account and does not for the new account I made, it
will not accept any combinations of passwords, and just repeatedly
asks to use the key ring.

Then, even stranger and alarmingly for security, if I close the popups
ashking for the password to the key ring with the "X" the wifi spins
up and connects, apparently allowing access after not allowing the
  password!

  This is repeatable every time.
