This is not reproducible in 12.04, the steps don't match.

  vpn dialog only works once

Status in “network-manager” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: network-manager

  Create a pptp vpn
  try to connect -> fails, error message "no valid vpn secrets"
  go back and edit vpn settings
  apply
  go to nm again and click on the vpn name -> nothing happens
