Bug description:
  
  I have a Huawei E173s-1 (12d1:1c05) plugged in. Detection, switching, setup 
all work fine out-of-the-box.

  However when I went to connect all I got was a notification saying the
  modem was disconnected.

  The only thing I could see in the logs was "GSM modem enable failed:
  (32) Failed to find a usable modem character set" which wasn't
  enlightening.

  Plugging in the device into a different OS, I get a window that says
  "SIM not available", this prompts me to open up the device to see I'd
  inserted the SIM back-to-front.

  Retrospective expectation for Ubuntu network manager is that the UI
  notification should say something like "SIM not found" rather than
  "disconnected".
