No, I think we've removed the radio marker in 12.04, so I'm pretty sure this bug is impossible now :-)

The icon on the panel is the "bars" where it is measuring wireless strength, but when you pull down the menu the radio buttons are not filled in choosing an access point. When selecting one, it reconnects, but before that it is disconnected. I believe that the disconnection issue is a problem with my wireless drivers, but the inconsistent state is a problem with the network manager applet.
