Bug description:
In Unity trunk, pressing Alt+F1 while the hud is open starts launcher
keynav mode. This is not supposed to happen. There is an autopilot
test that covers this (and is currently failing). TO run it:
autopilot run
unity.tests.test_hud.HudBehaviorTests.test_disabled_alt_f1
