Bug description:
  Binary package hint: network-manager

  NM in 9.10 is not aware about wi-fi power state changes on my
  hardware. When I kill radio with fn-key combination, it only
  recognizes that the network was disconnected but it doesn't know the
  cause so it tries unsuccesfully to restore the connection (resulting
  in annoying wireless network properties pop-up window) and many
  unsuccesful scans.

  This is regression from earlier versions of Ubuntu, where NM
  recognized the radio state and "disabled wireless" after it was turned
  off (and enabled again after turn on).
