Per discussion with Mathieu, the fix for this is controversial for quantal so it's pretty unlikely to land in quantal and be backported on time. On top of that, the current fix actually turns on an extra feature in Network Manager so it'd have to be very carefully tested and discussed with the release/SRU team for approval.
