I think this is a duplicate of a bug report about the authentication
dialog not being modal to the USC window, which is because PolicyKit
(and Aptdaemon, probably) lacks an API for declaring that the USC window
is the parent window of the dialog, which in turn is because upstream
rejected that idea and we didn't have the time to override them. Bug
420641 is similar, but not the one I'm thinking of.
