The way I see it - there is no someone should. If no one steps up to the open 
tasks then that's how it is
and that's how it works with cooperative projects.

It still sucks - yes - and the policy of expiring bugs someone took the time 
and effort to report is
also demotivating in my opinion - but then again that's how it is done at the 
moment.
