Not a bug -- we install the PPTP VPN plugin by default; which is why a
VPN connection can be attempted -- otherwise you wouldn't even be able
to add the connection.

network-manager-vpnc isn't shipped by default yet, though this is being
tracked in a different bug report:

I'm closing this as Invalid since it's not a bug.

  network manager tries to connect a VPN when the vpnc component is not
  installed

Status in “network-manager” package in Ubuntu:
  Invalid

Bug description:
  In Ubuntu 12.04 the natwork-manager-vpnc component is not installed by
  default but if you try to make a VPN connection it will try to connect
  and fail.

  network-manager-vpnc should be installed by default and a sanity check
  should be performed when trying to establish a VPN connection.
