This is the case with the Mouse and Touchpad dialog in System Settings, for example, where if there is only a mouse available and no touchpad, there's only one tab shown, which honestly doesn't look nice, in my opinion. Thus, changes should be applied to not show the tab bar when there's only one tab and obviously present it when there are two tabs or more in the dialogs.
