Hello RoyK, or anyone else affected, Accepted accountsservice into precise-proposed. The package will build now and be available at http://launchpad.net/ubuntu/+source/accountsservice/0.6.15-2ubuntu9.2 in a few hours, and then in the -proposed repository.

I set the password using 'passwd user', and all three users exist, 'uadmin', created during installation, 'rsk' and 'tk', created later, but only 'tk' is visible. It all looks ok from looking a the files (unique UIDs, UIDs > 1000 etc). Group memberships also look right.
