Bug description:
[Test Case]
1. Have your Launcher not filled completely with icons
2. Start dragging one of the Launcher icons
3. While dragging, move the icon to the bottom of the screen, away from the
Launcher
-> Verify that the 'drop position line' on the Launcher indicates the
space between the last application icon and the switcher icon.

Launcher drag and drop broken. Broken dropping applications to the launcher
and/or launcher icons.
Original description:
Using current staging (but it's there for some time)
* use a launcher non full of icons
* click an icon and dnd to the right to reoder it
* go to the bottom of the screen
What should happen: the "position" line on the launcher indicating
where the icon will go should indicate the bottom slot
What happens: it's off by one and ignore the bottom slot
