Trying to set Ctrl-Q for Close Window shortcut quits System Settings
instead of assigning the shortcut

Bug description:
This used to work before... but in 12.04 now it's impossible to set Ctrl-Q as
shortcut. To reproduce:
- open System Settings
- Keyboard
- Shortcuts tab
- Windows group
- Under Close Window, click on the already assigned shortcut (Alt-F4)
- New Accelerator... appears
- Press Ctrl-Q
- Quits Gnome-control-center instead of assigning the shortcut
