Network Manager Applet shows "No Network Connection" when all devices
in unmanaged mode (managed=true)

Bug description:
When hovered over the Network Manager Applet, it shows "No Network
Connection" on normal wired ethernet connection.
Also, the Network Manager Applet shows a warning icon instead of normal.
I have a static IP assigned.
All applications appear to have full normal working network access. The
/etc/issue:
