I've tried recreating this bug with Precise and was unable to, given the
information you've provided. Please upgrade to the latest version and
re-test. If the bug is still reproducible, increase the verbosity of the
steps to recreate it so we can try again.

Bug description:
System Monitor reports processes are sleeping when they obviously are
not. Try inserting an audio CD and playing it with Sound Juicer. Then
check system monitor. The %CPU for Juicer is >0 but the status is
still shown as "sleeping" This happens on many programs.
