I can't reproduce this, no matter how hard I try. If you can add any
additional information that could help us identifying what the issue
might be, that would help a lot.

One such good piece of information would be the full contents of
/var/log/syslog after restarting network-manager.

Title:
  Restarting network-manager causes multiple messages to be put up, one
  more on each restart: last time 10, this time 11...

Bug description:
  Using

  sudo restart network-manager

  in order to load new DNS settings will cause accumulating number of
  "Connecteion Established" messages.  Each time I do that one extra
  message will appear i.e.  after 10 times you will 10 similar message
  boxes to close one after other.
