[regression] [unity 6.0] Fullscreen windows flicker and/or never
redraw properly if panel_opacity<1.0 or dash is opened.

Bug description:
If I set panel opacity < 1.0 then fullscreen windows don't redraw. Or in some
cases like playing video in mplayer, the whole screen just flickers.
This seems to be related to active blur updates (FBO logic). Because the
problem goes away if I set panel opacity back to 1.0.
