Empathy: Blocked contacts still able to message me

Bug description:
When I first activate Empathy, I recieve sometimes up to 4 different
IMs from bot-contacts that I have already blocked. The block list
within Empathy is empty, despite the contacts being shown as blocked
when I go into the menus from the conversation.
Expected behavior: Blocked contact shows up in blocked contact list,
and is unable to contact me again.
