Title:
Warn when synaptic (or another application) is open and prevents
  progress.

Status in “software-center” package in Ubuntu:
  Invalid

Bug description:
  What happens now:

When synaptic is open and I try to install something in the software
center, the software center will wait for synaptic to close before
  continuing.

  What should happen:

A message should appears which warns about synaptic being open.

  Reason:

Now, it has happened several times to me that I put the software
center in the background and when I then check it again 5 minutes
  later no progress happened.
