The plan is to implement this specification in Unity
https://docs.google.com/document/d/1EdrlUuZvA9P8-BZufUU2KlHGjg49p9UacF4MCL0U5uA/edit
which will cover all cases.

Bug description:
When dragging a window into a workspace - would it be possible to
slide the windows out and make room for their new friend, indicating
that the workspace is ready to accept my drop?
The first time I tried dragging windows around I thought it didn't
work because the windows didn't slide out to make room. I see at least
two reasons why this is a good idea:
1) Consistent with the launcher behaviour when rearranging launchers
2) Consistent with the animation when you drag the window out of the
workspace
