networking slow after changing networks while machine suspended

Bug description:
If I change networks, for example by suspending my laptop while
connected to my work subnet on 192.168.10.x and resuming so that I
connect to my home network on 10.1.1.x, the network becomes very
sluggish for anything that requires dns resolution. For instance, just
typing the 'route' command takes a long time to complete (normally it
is instantaneous); pings take a long time; and google-earth reports
network errors.
My guess is that dnsmasq-base is causing this. /etc/resolv.conf
contains only "nameserver 127.0.0.1", and it seems likely that dnsmasq
is retaining the old (invalid) dns information and only trying the
newly-acquired (correct) dns server after the first one times out.
sudo dhclient doesn't help (it just complains that a file already
exists and suggests that I can restart smbd with the restart command).
A reboot fixes the problem, but it is ridiculous to have to do this.
Unfortunately network-manager now depends on dnsmask-base, so it isn't
possible to remove it.
