LTS or not LTS has nothing to do, there is a reason lo-menubar is not
installed by default in precise and lives in universe, it was considered
as beta code and not ready to be used by everyone nor to be supported,
that's not likely to change in precise no

Bug description:
  Even with lo-menubar installed when running "libreoffice" to open the
  libreoffice-startcenter, the menus aren't exported to the unity
  global-menu.
