Bug description:
See attached screenshot. Only the portions of the image with a
background image were actually visible. Windows depicted on the
visible portions would not move further down (note that they *are* at
different Y-locations, each individual window was "blocked" somehow at
a different point from moving further down. The off-screen windows
were movable (by guessing where they were and using the win-key to
grab and move them).
Reproduction:
* This is not reliable, it only happens some times.
* Dock X201 to a dock with Display-port connected monitor, rotated
90-degrees to the right.
* run display manager, set the rotation and resolution for external display,
orient displays so upper-left corner of bounding rectangle is off-screen, and
hit apply.
