Bug description:
There's an apparently similar bug report but I'm not sure this is the
same issue.
At random times (meaning sometimes it happens and sometimes not), a new
window is not given focus and is not brought forward when it is created: that
is, the new window is created but you don't see it because it's somewhere
behind the current window.
This has happened always at least since Ubuntu 10.10 with gnome and never got
fixed. Now it's the same with Unity, with the difference that the dock panel
shows up and the newly created window's icon (or its application's icon)
flashes for a few seconds.
